Complete restructuring: Organisation, working hours and finances The assignment includes deliveries within three sub-projects which together constitute a comprehensive development programme: DP1 - Organizational development · Analysis of the current organizational structure, management lines, leadership span and support functions. · Assessment of alternative models, including two-level structure and possible adjustments in staff/support. · Recommended solution proposals with impact assessments, risk and profit potential. · Contribution to internal anchoring, political assessments and implementation plan. DP2 - Working time arrangements · Mapping of current working time practices, absence, full-time/part-time and substitute needs. · Development of alternative working time models (including 4 days a week) that are legal, feasible and sustainable. · Testing/piloting of one or more models, including method, measurement parameters and evaluation. · Documented recommendations as a basis for political treatment. DP3 - Financial restructuring · Analysis of financial key figures, cost structure and the operational level of the service areas. · Identification of lasting measures that collectively provide NOK 15-20 million in effect by 2028. · Consequence assessments of measures, including management information, risks and priorities. · Basis for political processing and implementation.
