Background

In the framework of the Lebanese German cooperation between the government of Lebanon and the government of Germany, Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in close cooperation with the Lebanese partner ministry “Ministry of Social Affairs” (MoSA) is implementing the “Local Development Programme for Deprived Urban Areas in North Lebanon” (UDP_NL). The programme is commissioned by Federal Republic of Germany and co-financed by the European Union.

The North Lebanon Local Development Programme for Deprived Urban Areas (UDP_NL) proposes as an overall objective to contribute to political stability in North Lebanon through addressing critical issues to stability and conflict prevention in that region: more inclusive economic development and social stability. The main target groups are vulnerable youth and women. The specific objectives of the programme are the following:

Specific Objective 1 (SO1): Reduction of the social frustration in North Lebanon. The programme will tackle the social frustration linked to a) poverty - unemployment and b) poor environment urbans.
Specific Objective 2 (SO2): Strengthening of inter-communitarian relations in North Lebanon. The programme seeks to strengthen these relations notably by improving the inter-communitarian relations at youth and children level.
This request for public tender is launched to support the Modul 1 of UDP_NL which aims to contribute to more inclusive economic development. The Module is tackling poverty and unemployment by promoting income generation capacities particularly of youth and women, by deliver Competency Based Training in public Technical Institutions in North Lebanon.



Objective

This request for public tender is intended to identify:

A supplier who can provide the following and described materials and equipment and deliver to the specified delivery location in 14 days. The training will be implemented in different public technical school in T5, North Lebanon in the following courses:

Solar Panel
Domestic Electric Installation
Pipe Installation

The items are to be delivered within the time frame and coordination with the respective project member:

Bhaboush
Deir Ammar
Douma

The potential suppliers are obliged to submit the following documents within the framework of the public tender:

Annex 1 - Financial Offer: Filled excel sheet including the price (per unit and the total) of each item. The excel sheet should contain the transportation fees.
Company portfolio (Company name, focal point, contact details, exact location, available product and services, old experience, year of establishment, availability of product and services)
Official registration document
Ministry of finance registration document (if applicable)
The competency-based approach consists of 40 hours (10 days/4 hours per day) of training in the technical institute under full supervision of a trainer and 80 hours (10 days/8 hours per day) in a real work setting in a selected company. The established approached consists of a formative assessment to be conducted by the trainer following the 40 hours of practical training at the technical institute and a summative assessment following the finalization of the 80 hours in-company training. An assessment is supposed to be conducted by a professional body from the private sector. In the frame of implementing competency-based training in cooperation with DGVTE.

The goal is to at least create or sustain jobs in the current economic situation.



Qualifications and Requirements

Eligibility Criteria:

The supplier provider must have official registration in Lebanon
The supplier should have at least 3 years of experience in a specific related assignment
The supplier should be able to deliver the materials to the schools in North Lebanon
The supplier should be able to understand our procurement process
The requested material and equipment should be available in the supplier facility
