BIDDING WILL BE CONDUCTED THROUGH OPEN COMPETITIVE BIDDING PROCEDURES USING NON-DISCRETIONARY "PASS-FAIL" CRITERION AS SPECIFIED IN IMPLEMENTING RULES AND REGULATION OF REPUBLIC ACT 9184.
