Tenders are invited for Implementation of Permanent Shelter Program AHDAA has been providing shelter activities since 2019 with UNHCR partnership through its multifunctional shelter teams. For 2023, shelter activities have been expanded in all different PARRs of the western region, in which AHDAA is responsible to implement a total number of 632 permanent shelters for IDPs, Returnees, and Host communities in the western region including 32 shelters in Herat, 150 in Qala Naw, 150 in Farah city, 100 in Firoz Koh city, 100 in Charsada district, and 100 in Pasaband district through direct implementation and considering community engagement in the construction process. Based on the AHDAA implementation policy, the project implementation steps will be as follows: coordination meetings with authorities and communities, verification of eligible beneficiaries, land verification, a comprehensive market assessment about the shelter materials, establishment of the beneficiary advisory committee (BAC) in districts/PARR level, perform orientation sessions to all direct beneficiaries, shelters construction processes, observations from the progress of daily implementation, and progress reporting. AHDAA will identify vendors for the preparation, and transportation of the construction raw materials, tools, and machinery besides hiring Foremen, and skilled and unskilled laborers (all wages will be included in the BoQ of each shelter) for the construction of the targeted number of shelters.
