The International Finance Corporation (IFC), a member of the World Bank Group, has been engaged to act as lead transaction advisor for the structuring and implementation of a public-private partnership (PPP) for a Health Products Industrial Complex in the State of Rio de Janeiro, Brazil—a strategic infrastructure project under development by entities controlled by the Brazilian Federal Government. The Complex aims to expand Brazil-s domestic capacity to produce vaccines and biopharmaceuticals, enhance preparedness for future health emergencies, and reduce reliance on imported health products. The initiative is aligned with the national Health Economic-Industrial Complex strategy (Complexo Econômico-Industrial da Saúde - CEIS) and Brazil-s broader health sovereignty and industrial development agenda.To support this mandate, IFC is seeking to hire a qualified PR/communications advisory firm to develop and implement a strategic communications plan throughout the PPP structuring process. The selected firm will be responsible for:(i) designing and supporting the execution of a strategic communications plan for the project and its stakeholders, including the project narrative, key messages, Q&As, and talking points;(ii) developing the project-s visual identity and communication templates (e.g., presentations, infographics, reports, social media assets);(iii) preparing and managing outreach materials tailored to diverse audiences, including the general public, media, private investors, and government stakeholders;(iv) planning and supporting communications around key project milestones—such as public consultations, public hearings, and the bidding process launch—through targeted content and engagement strategies;(v) monitoring media coverage and public perception (including traditional and social media), advising on reputational risk management, and crafting responsive messaging during sensitive phases of the transaction; and(vi) providing ongoing communications support to...
