Project Background

In Lebanon, local governance is regarded from the sole regional institutions which are municipalities. In the context of the socio-economic and humanitarian crises which have been affecting Lebanon, it was clear that municipalities were the first authorities managing and controlling these crises locally.

This showed the necessity to advocate for strengthening municipalities in order for them to use their resources and operate efficiently. This will lead to improved public service delivery. This means that Lebanon should ensure municipalities- sustainability and good governance while taking geographical, economic, social, environmental, financial complexities into account.

Therefore, NAHNOO is working on several studies in this field and will be presenting solid recommendations laying out the roadmap for an updated and sustainable strategy for an improved municipal work in Lebanon. The NGO will promote these recommendations through communication actions to launch an awareness campaign.



Objective/purpose of position:

NAHNOO seeks the services of a Communication & Media consultant (CoMe) to support NAHNOO in the design and planning of a Media Awareness Campaign about the importance of municipalities in Lebanon.

The CoMe generally guides the work of the Communication Manager (CM) and advocacy team during the communication & media campaign that supports the advocacy effort.



Scope of work, format and key task:

We are looking for an expert to deliver the following main tasks:

Deliverable: Design and planning: develop the Communication concept and strategy as well as the Media Plan (online & offline) of the awareness campaign
Provide follow up expertise and guidance using a coaching style with discussions/brainstorming about the branding of the campaign on the advocacy topic and during the application of the Communication & Media strategy and plan (online and offline) and branding on the advocacy topic, in collaboration with the Advocacy expert and in accordance with project requirements .
Facilitate the relationship with offline & online media outlets throughout the media campaign. While NAHNOO will be responsible for managing and covering the advertising and implementation aspects of the campaign, the CONSULTANT will guide NAHNOO in recommending and selecting the advertising agencies and buying ads space with the best prices and quality within available budget.
Deliverable: Provide a media communication campaign report highlighting the impact of the offline and online awareness effort (the use of paid analysis tools are under the expert-s responsibility)
Attend regular in-presence or remote meetings when needed to brainstorm and discuss progress & feedback
Deliverable: In parallel the expert will strengthen the capacity of NAHNOO-s Communication Department through supporting the NGO in developing a Communications strategy and guidelines for the organization in line with its organizational strategy. NAHNOO will provide any resources needed by the expert to carry out this task.


Qualifications/level requirements

Applicants with the following experience are welcome to apply:

Minimum BA in Communications, Media, Marketing, Journalism, graphic design or similar.
At least 5 years of documented professional experience in working in relevant fields: social and multi-media campaigning, media planning and strategizing etc.
Proven familiarity with Lebanese context with a good understanding of civil society issues and advocacy campaigns,
Experience with communications work in non-profit fields with civil society organizations and equivalent (on good governance-related topics is preferable)
Demonstrates an understanding of communications strategy and the role of stakeholders
Familiarity with local media and established national networks
Strong analytical and conceptual thinking skills; able to understand complex issues, present them in an easily understandable way and translate them into simple, workable actions and plans;
Access to communication, design and media softwares (as NAHNOO does not provide access to these softwares)
Ability to meet tight deadlines, work as a team, and make rapid modifications
Strong presentation skills;
Adaptability and flexibility in working within complex and dynamic environment
Fluency in Arabic and English, reading, speaking and writing.


Period of consultancy

The period of the consultancy is to start in June 2023 for about 5 months duration, until the end of the communication campaign (less than 20 expert days expected, 1 day = 8h work)



Expert fees:

The consultants will be selected based on competitiveness and quality of the provided proposal (experience & financial). They will be paid upon successful completion (approval) of the deliverables and commissioned task.
