Tenders are invited for Communication for Development Consultant NOA, WASH.

Background

Although Papua New Guinea is a lower middle-income nation, it still faces major challenges in achieving all the 17 Sustainable Development Goals (SDGs), including SDG 6 access to clean and safe water and sanitation.

Access to safe water and sanitary facilities with practice of proper hygiene behaviours are a key factor in improved child survival rates. In Papua New Guinea, WASH related diseases are one of the main causes of child morbidity and morbidity. Faecal contamination is one of the fundamental causes of chronic malnutrition, which manifests in stunting in children. According to the 2016 Global Hunger Index Report 49.5 percent of children in PNG are stunted, among the highest prevalence rates in the world. Chronic malnutrition is caused by a condition called environmental enteropathy, in which the intestines, constantly attacked by faecal pathogens, are inflamed and cannot properly absorb nutrients. The lack of proper school WASH and Menstrual Hygiene facilities management facilities ultimately affect children`s survival, health, nutrition and school attendance, and ultimately performance.

With assistance from European Union (11th EDF), UNICEF is supporting the implementation of the PNG National WASH Policy 2015-2030 by assisting the government of PNG in closing the access gap through a water, sanitation and hygiene project to increase infrastructure coverage and improve hygiene in up to 200 schools, 26 health centres to affect change in 4 districts to affect change in 800 communities by helping them achieve open defecation-free status and improve their hygiene practices. In addition, the project is intended to create an appropriate enabling environment and institutional framework at the national level to facilitate the achievement of the intentions of the National WASH Policy 2015-2030.

A supplementary key element of the project, the software component, is the advocacy and awareness raising in favour of increased support and resources for WASH as well as improved WASH-related behaviours among the population, children and women. This consultancy will contribute to improved awareness and change in behaviours as regards positive WASH practices through support to a sustained national and district level campaign that is a key component of the EU WASH Project.

Justification

The effective implementation of the advocacy and awareness campaign at the national and in the four project target districts will entail the simultaneously implementation of concurrent social mobilisation activities at the national level for the campaign to be effective and to have impact. This will require the recruitment of a national C4D consultant to support the C4D specialist in implementing and monitoring several multimedia C4D interventions such as IEC materials development and dissemination, radio and TV campaigns, and various community mobilisation initiatives.

Purpose / Objectives

Under the supervision of the C4D specialist, the consultant will support the implementation of the national and district level advocacy and communication campaign aimed at increasing support and resources for WASH among political leaders and policy makers as well as improving awareness and changing WASH-behaviours among the population, children and women

Specific Tasks of the consultancy

§ Placement and monitoring of WASH national and district level campaign messages on national and provincial level media radio stations in the five target provinces as well as other media including television.

§ Coordinate at least 9 commemorations and publicity events per the EU WASH C4D and visibility workplan in addition to special events such as field visitors by partners including from the EU and government

§ Write at least two human interest stories about the EU WASH project implementation highlighting the beneficiaries of the project for sharing for publicizing through the media and for sharing with partners to highlight achievements of the projects

§ Produce the UNICEF internal quarterly newsletter that will feature stories on development in WASH in addition to other child survival stories.

§ Regularly updating and disseminating the EU-UNICEF WASH Project e-newsletterApp, Klinepela News App and supporting the adoption of its content for use on other media platforms such as UNICEF social media as well as that of partners, especially the EU

§ Support the organisation of high-level advocacy and thematic workshops at national and district levels, including taking minutes and providing administrative supports for the meetings.

§ Produce at least 20 short TV/video and miniseries including developing story lines scripts, intended to disseminate key messages on WASH through television and social media to key target audiences.

§ Support in the implementation of the U-report awareness raising campaigns and polls on WASH, including promotion of the U-report platform to increase subscribers base and partners in the four target districts of the for the EU WASH Project

§ Support the pre-test of key messages and getting feedback from target communities majorly in Tok-pisin through key informant interviews and focus group discussions in the production of relevant and culturally sensitive messaging for the WASH campaign.

§ Support in developing a network of community influencers as well as establishing champions for WASH in the in communities in the target districts

§ Support coordinate implementation of the sports for development C4D initiatives using sports for school children to communicate key messages on WASH for WASH-in- schools

Expected Outputs:

§ A detailed work plan at the beginning and monthly work plans thereafter for the contract period indicating progress on key activities above, including U-Report polls and campaigns, key messages dissemination monitoring, number of video miniseries and human-interest stories produced as well as special events and sports for development activities supported.

Supervision and evaluation

Consultant will report to the C4D Specialist who will also do the evaluation.

Payment

A monthly fee will be paid upon submission of a monthly report and satisfactory performance at the end of every month of the contract period based on agreed work plan with supervisor at the beginning of each month

* Payment will be based on satisfactory completion of tasks and submission of deliverables duly authorized by the Supervisor

1. Expected background and Experience

§ University Degree in Communication for Development, Social Sciences, or Public Health or Humanities

§ At least 3 years of professional experience working in communication for development interventions with an international development NGO or the UN

§ Experience in working with communities and in the development sector

§ Experience working in the communication sector or with communication media

§ Ability to take good photographs

§ Knowledge of working with social media channels, such as Facebook, twitter and Instagram or demonstrated aptitude to quickly learn to work with social media

§ Computer skills, including some basic design skills required to produce a newsletter

§ Ability to travel to travel on short notice to provinces in Papua New Guinea as required by the consultancy.

§ UNICEF C4D experience is an advantage

§ Ability to work independently and to meet deadlines.

§ A good knowledge of Tok-Pisin and Papua Guinea Culture is required

§ Ability to work independently and to meet deadlines under tight schedules

§ Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization

Policy/Administrative issues

Conditions

§ The consultant will be responsible to bring all necessary laptop and computer accessories.

§ Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

§ Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

§ No contract may commence unless the contract is signed by both UNICEF and the consultant.

§ Consultant will be required to sign the Health statement for consultants/ individual contractor prior to taking up the assignment, and to document that she/ he has appropriate health insurance.

§ The Form `Designation, change or revocation of beneficiary must be completed by the consultant upon arrival, at the HR Section.

§ As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

§ The candidate selected will be governed by and subject to UNICEF`s General Terms and Conditions for individual contracts.



Risks

The likely risk for the consultancy relate to failure to complete all the tasks defined within the timelines stipulated. To mitigate against the risks, before commencement of and monthly during the work, the consultant will submit a work plan on how he or she intent to carry out the work. This will be discussed and agreed with all possible challenges likely to be faced identified and addressed
