I. BACKGROUND

The Communication for Development (C4D) is one of the most effective methods in terms of promoting improvement with respect to health, nutrition and other fundamental aspects of the situation of children, children, adolescents and their families.

In UNICEF, C4D is defined as a strategic, planned and evidence-based process that is used to promote social changes and positive, measurable behavior at the individual level. It is a process that is an integral part of development programs. It is a process that gives priority to local contexts and depends on a combination of different approaches, channels and communication tools.

Communication for development, historically known as social communication in Cuba, is a participatory process, focused on empowering vulnerable people to be agents of their own change, promoting positive behavioral changes, individual and collective, that we can measure.

Many of the expected results contemplated in the current "Health and Nutrition" program at UNICEF-Cuba are aligned with the World Strategy on Women's Health, children and adolescents. Beyond the purpose of survival, the program must include actions to "prosper" and "transform", so it is necessary to promote health and development, which will lead to changes in behavior and attitudes, and the improvement of knowledge.

Based on these precepts, several topics are identified such as: accelerating the integral health of adolescents, free of HIV; prevention of overweight and obesity in primary and secondary school children, as well as promoting the practice of breastfeeding.

Teenagers

Investing in adolescents has a triple benefit: 1) for your health now; 2) for your health in adult life; and 3) for the health of future generations. In order to achieve the SDGs and reap this triple dividend, it is considered as an opportunity to break the intergenerational cycles of poverty by investing in the development of knowledge and skills of adolescents.

In Cuba, inadequacies in the adolescent population related to education and sexual health have been identified, among which we can mention: early initiation of sexual relations with a tendency to decrease age, unprotected, high fertility rate in adolescence, 52.0 per 1, 000 live births, 2015 and 2017, 14% of births correspond to adolescent mothers, (year 2018), with negative repercussions on their development and the corresponding social impact. Insufficient knowledge about STI-HIV / AIDS, 50% of the youth population considers the probability of HIV infection to be far away, only 14.6 of adolescents were tested for HIV in the last 12 months (ONEI-2018).

Overweight and obesity

Another public health problem that has been identified in recent times is the tendency to increase the prevalence rates of overweight and obesity, reaching 17.3% in the child population under 5 years. Data from the II National Survey of Risk Factors, 2000-2001, made to the Cuban population over 15 years of age, reported a prevalence of overweight and obesity of 20.3%, with the central provinces being the most affected. These national priorities have explicit links to the overall programmatic priorities of the organization. Following up on this first effort to design and prioritize C4D initiatives, UNICEF Cuba seeks to establish a communication culture for effective, attractive and measurable strategic development. Taking into account the achievements and challenges in the course of this CPD, the following areas of work and the following steps to achieve behavioral changes are prioritized.

Teenagers

Preparation, design, implementation and monitoring of a social communication strategy in support of adolescent health, with emphasis on accelerating the overall health of adolescents, the training of adolescent health promoters, prevention of STIs / HIV / AIDS and prevention of pregnancy .

Overweight and obesity

Preparation, design, implementation and monitoring of the social communication strategy for the prevention of overweight and obesity in primary school children.

Breastfeeding

Preparation, design, implementation and monitoring of the social communication strategy aimed at protecting, promoting and adhering to the practice of breastfeeding.

II. OBJECTIVE OF THE CONSULTANCY

The general objective of the consultancy is to support the programmatic priorities of C4D for the change of behavior of the health component, through technical support in the preparation, design, implementation and monitoring of social communication strategies, as well as the conceptualization and production of C4D stocks and materials.

III. MAIN FUNCTIONS AND RESPONSABILITIES


Under the supervision of the Program Specialist, the consultant will perform the following functions:

Preparation, design, implementation and monitoring of social communication strategies, (C4D), health area.
Preparation and production of at least 8 digital communication materials, including life stories, infographics and ad-hoc products, which favor the positioning of priority issues and commitment to target audiences, using the various digital platforms of UNICEF (national and global web), social networks, blogs, publications).
Bibliographic review, conceptualization and design for the production of intentional, attractive and contextualized social communication materials.
Coordination of conceptualization, design and production of printed and digital C4D materials on the topics identified.
Coordination and monitoring of the implementation of the health program with the corresponding counterparts.
Technical support to government counterparts in the development and effective use of communication for development, sharing and developing training materials and activities that strengthen capacities in participatory communication and for behavior change for personnel involved in planning, implementation and evaluation of programmatic communication interventions, in support of the sustainability of the programs.
Assist in the process of producing publications by the health area, ensuring the quality and effectiveness of them, as well as their distribution and coordination with counterparts.
Coordination with the fundraising area to respond to the needs and requirements associated with proposals or reports.
Support in other activities for this program component, if necessary, such as responses to emergency situations or thematic synergies with other components.

V. REQUIRED PROFILE

Technical background and experience required:

• Academic degree level: Bachelor, preferably Master

• Field of studies: Social Communication, International Development, International Relations, Project Management, Communications, Graphic Design, Economics, Social Sciences or Social Policy

• Minimum of two years of experience in international development

• Knowledge and experience in communication for development, skills in digital photography, script design and direction of audiovisuals, supervision of illustration, design and layout of all types of communication materials (printed and digital for multichannel platforms).

• Excellent skills and experience in coordination and planning.

• Excellent written and oral communication skills in English and Spanish (speaking, reading and writing).

• Strong formal and creative writing skills and written translation skills English-Spanish, Spanish-English.

VII. ESTIMATED DURATION OF THE CONSULTANCY

VIII. WORKPLACE

The consultancy will be face-to-face and full-time, at the UNICEF Cuba office in Havana with occasional field visits.

In the cases of official travel, UNICEF will cover travel costs related to the policies and procedures of the organization. UNICEF can support the consultant in the travel arrangements, however, UNICEF will not issue any travel authorization.

The person performing the consultancy will have at their disposal all the necessary equipment to perform the work, including a workspace, computer equipment for daily work as well as editing and design of materials and an HD video camera.

IX. PENALTY CLAUSE UNICEF

The payment of fees to the Consultant under this contract, including each partial or periodic payment (if any), is subject to the full and complete execution by the Consultant of its obligations under this contract with respect to said payment to the satisfaction of the UNICEF and UNICEF certification for that purpose.

UNICEF reserves the right to withhold up to 30% of the total fee in the event that the deliveries are not submitted on the requested date or do not comply with the required standard.

The winner of said consultancy will be tested for a period of two months, in order to ensure full compliance with the functions and responsibilities established in the Terms of Reference. In case of not fulfilling the expected work, the contract will be closed immediately.

X. FEES AND FORM OF PAYMENT

Subject to conditions established in the contract: payment will be made monthly, based on the timely submission of a monthly report by the consultant (Section IV) and to the full satisfaction of the contract supervisor.

XI. SUPERVISION

This consultancy will be supervised by the Health Component Program Officer. The supervisor must perform a formal performance evaluation for the consultant (Form) when it reaches the middle term of the assignment and at the end of the assignment.

The consultant will provide the supervisor with a monthly report of the activities carried out and results obtained during that period.
