Expression of Interest are invited for Communication Campaign Promoting Super Clean Cookstoves.
Project Mission and Partners

The World Bank is partnering with the Ministry of Energy and Mines, the Ministry of Health, and the Ministry of Planning and Investment to introduce clean cooking technology in Lao PDR. This technology will use a forced draft gasifier stove (super clean stove) that uses clean-burning biomass pellets, replacing traditional charcoal-burning stoves. The World Bank East Asia and Pacific Gender Innovation Lab (EAPGIL) is conducting an impact evaluation to measure the household-level impacts of using a super clean forced draft gasifier cookstove.

To help spread awareness of the clean cooking technology, and to help drive initial uptake, EAPGIL is seeking a marketing firm (consulting firm) to design and conduct a 2-to-3-month awareness campaign that will reach households in 11 districts in 3 Lao PDR provinces: Vientiane City, Savannakhet, and Champasack. The aim is for approximately 5000 households to express interest in purchasing a super clean cookstove after exposure to the awareness campaign.

The World Bank will continue to support introduction of super clean cookstoves for several years following the awareness campaign, and may wish to continue using materials developed under this awareness campaign. Therefore, materials developed under this awareness campaign will be most effective if they can stimulate wide initial interest in the super clean cookstoves and also continue to maintain interest for an extended period.

The Terms of Reference below describe the responsibilities of the consulting firm, provide more information on the super clean stove, and specify topics to address in the expression of interest.

Super Clean Stove Features

The super clean stoves gasify biomass pellets made from rice husks, other agricultural waste products, or wood, instead of burning wood or charcoal to cook food. The biomass pellets burn clean, and do not release smoke or particulate matter pollutants, providing cleaner, healthier air in the home.

Switching to this type of fuel can reduce greenhouse gas emissions and reduce deforestation linked to the production of charcoal. In addition, the super clean cookstoves are expected to improve health outcomes for user households. Traditional cookstove smoke and particulate matter cause severe illness and premature death in Lao. Extreme levels of household air pollution (HAP) is the third-highest health risk in Lao PDR, causing: respiratory infections, chronic obstructive pulmonary disease, lung cancer, ischemic heart disease, stroke, lower birthweights, reduced neuro-development among school-age children, and child stunting. When using a super clean cookstove, household members can also benefit from reduced coughing, throat congestion, headaches, and eye irritation.

The super clean cookstoves are safe, sturdy, and convenient, and enable traditional Lao cooking styles. The stoves do not get warm on the outside when cooking foodsafe to touch. If a stove is knocked over, it immediately stops burning. The stoves come with a solar panel for charging the stove (good for picnics), and are also able to charge other small appliances, such as phones. The stoves also include a grill and heater attachment.

The super clean stoves also save time and money. Cooks can save 1-1.5 hours/day in cooking time. The project is selling the stove at a subsidized price of approximately $45, reduced from a standard price of approximately $100. In contrast to traditional stoves, the super clean stoves last roughly 5-7 years and do not need to be replaced every one to two months. The average household will save approximately $23 in stove purchase and upkeep costs in the five years after switching to a super clean cookstove. The pellets are also slightly cheaper than charcoal, and because they burn more efficiently, fewer are needed to generate the same energy. By switching to the super clean stoves, households will save approximately $47/year on fuel costs.

Project Area

The awareness campaign will be rolled out in 11 districts:

Vientiane City, 7 districts:

o Chanthabouly

o Naxaithong

Savannakhet Province, 2 districts:

o Kaysone Phomvihane

o Outhoumphone

Champasack Province, 2 districts:

o Champasak
Within these districts, 100 villages will be selected to receive the focus of the awareness campaign.
2. Scope of Work

The consulting firm will design and implement a super clean cookstove awareness campaign strategy in collaboration with the World Bank team, the Ministry of Energy and Mines, the Ministry of Health, and the Ministry of Planning and Investment. The awareness campaign should be designed to impact cookstove purchasing among urban, currently charcoal-burning, households within 3 months of initiating the awareness campaign. The consulting firm will develop materials to support the campaign, and will roll out, manage, and monitor campaign activities. The consulting firm will report on intermediate results to the World Bank on a weekly basis and will modify the materials and approach if the intermediate key performance indicators are not aligned with the objective. At conclusion of the contract, the consulting firm will report final results and will transfer the developed campaign materials to the World Bank. All materials produced will remain the property of the World Bank.

Responsibilities

Outline the target audience, media, message content, and frequency of messaging for the awareness campaign. The campaign should make use of social media and may incorporate additional media and activities. The campaign must be accessible to every viable household in the project area regardless of ethnicity, education level, etc.

Test each campaign message for viability and effectiveness. Report results, data, and feedback on effectiveness of the various test messages, including ensuring the messages are reaching different market segments and types of households. Select final messages in coordination with the World Bank and Government partners.

Develop awareness campaign materials (e.g. Facebook posts, newspaper advertisements, YouTube advertisements, etc.). Design wording, images, graphic design, and proof for errors. Print or post the materials, as needed per media type. Campaign products should include at least one video introducing the super clean cookstove and its benefits.

Incorporate feedback on the strategy, messages, and materials from the World Bank, the Ministry of Energy and Mines, the Ministry of Health, and the Ministry of Planning and Investment before any materials are made public.

Develop a detailed awareness campaign field procedure plan describing the agreements between the consulting firm and the World Bank team, with information on team composition, roles, and responsibilities.

Ensure that all aspects of the awareness campaign comply with Lao PDR laws and regulations regarding public postings, public events, etc. Obtain any required permissions and clearances.

Roll out the awareness campaign in project areas. Maintain an active campaign and dissemination of campaign messages throughout the duration of the awareness campaign contract.

Monitor the reach of the awareness campaigngeographic and number of individuals. Stratify by age, sex, and other relevant characteristics. Track how many people interacted with the campaign and/or requested additional information.

Update the World Bank weekly on the progress and interim results of the awareness campaign. Report project monitoring data. Recommend and implement adjustments as needed and as agreed with the World Bank.

Provide final awareness campaign materials to the World Bank in publishable format to use at its discretion.

Upon completion of the awareness campaign, submit a report to the World Bank describing the implementation of awareness campaign activities, including the process of devising, testing, selecting, and disseminating awareness messages; assessment of the reach and effectiveness of the awareness campaign; consideration of challenges faced; and suggestions for improvement.
Qualification Criteria
· 1. Minimum of 5 years of developing and managing commercial, social service, or behavior change awareness or marketing campaigns in Lao PDR *
· 2. Have undertaken at least 3 marketing campaigns over the past 10 years, of which at least 2 in Lao PDR *
· 3. Have at least 3 years of experience in writing and designing social media posts and traditional advertising posts, articles, videos, etc. *
· 4. Demonstrated ability to communicate regularly and efficiently with the World Bank team, noting progress and difficulties encountered *
· 5. Work on development projects and knowledge of super clean cooking technology
