Expression of Interest are invited for Commodity Voucher through Trader Network (CV_TN) in Yemen.

1. The World Food Programme (WFP) is the world`s largest humanitarian agency fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Each year, WFP assists some 80 million people in around 80 countries. WFP-s Yemen emergency response is the largest anywhere in the world. WFP has in recent months been providing food assistance to nearly 11 million people. In May 2019, we reached 11.3 million people. Our goal is to feed 12 million of the most vulnerable and food-insecure people a month.

2. Conflict in Yemen remains the key driver of food insecurity. With a population of nearly 30 million people, some 70 percent of the population - 20.1 million are food insecure of which 3.6 million are displaced and 9.8 million are facing acute need. WFP-s monthly target for emergency food assistance is 12 million of which nutrition supports is 2.6 million women & children. Most of the districts where the vulnerable people are located are difficult to access because of fighting. Ultimately, only an end to fighting can stabilize the economy and allow the country to recover. To reach the most vulnerable people in Yemen, WFP is currently using three modalities: General Food Distribution (GFD), Cash Base Transfer (CBT) and Commodity Voucher Through Trader Network (CV_TN).

Commodity Voucher through Trader Network (CV_TN) in Yemen

1. CV_TN is a programme modality that operates on a Business to Business (B2B) modality. Through these modality WFP leverages the import capacity and the existing food supply network of local suppliers in Yemen in order to reach the maximum number of people in need. Under this scheme WFP contracts large food importers/suppliers with the capacity to guarantee uninterrupted food supply, meeting agreed upon quality standards to retailers- network engaged in the voucher redemption/food distribution process. Beneficiaries collect their food rations from the retailers- outlets in exchange for vouchers. The contracted supplier(s) are then reimbursed for distributed food basket upon presentation of the evidence of the distribution (redeemed vouchers).

2. Since 2018, through CV_TN, WFP has continued to provide assistance to over 2.8 million beneficiaries in 56 Districts in 11 governorates. WFP would like to increase its food supplier roster to supply and distribute food commodities and strengthen the network. On a monthly base, WFP plans to distribute a food basket that entails wheat/flour, beans, cooking oil, sugar and salt.

3. The WFP Yemen Country Office seeks provision of service provider to supply food commodities through the Commodity Voucher.

4. WFP implements its activities in 11 governorates and due to several security and operational constraints, there are sometimes changes in targeted areas. The Suppliers are required to have field outlets based preferably in all governorates where WFP implements its activities, to reduce risks associated with movement and access.

2. Transport Food Commodity to the outlet

3. Distribute food to the beneficiaries in the outlets using voucher system

4. Consolidate redeemed vouchers and dispatch them to WFP offices

5. Provide reports as requested by WFP

6. WFP invites eligible suppliers to express their interest in providing the services.
