***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***
The National Institute of Standards and Technology (NIST) The Dimensional Metrology Group (DMG) owns several laser trackers that are used as the reference instrument for internal calibrations (such as the photometry bench for Division 685) and external calibrations (such as for the verification of performance of a terrestrial laser scanner for API Inc). These laser trackers are operated using the Spatial Analyzer software, which is the most commonly used software in industry. The DMG is heavily invested in this software, has 4 licenses, and more than two decades of experience using this. However, the last update was at least 10 years ago. The DMG requires software maintenance agreements for Spatial Analyzer that will allow use of advanced features in the latest versions of the software allowing for automation in data collection, and access to advanced data analysis tools.
If no alternate sources are identified, the Government intends to issue a Sole Source Award to Hexagon Manufacturing Intelligence, Inc. (250 Circuit Dr, North Kingstown, RI 02852, USA) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 513210.
NIST conducted market research from April 2025 to June 2025 by performing internet searches, searches of GSA, searches of FPDS and DSBS, and speaking with colleagues to determine what sources could meet NIST-s minimum requirements. The results of that market research revealed that only Hexagon Manufacturing Intelligence, Inc. (UEI: EK4EVQQNEFC6) appears to be capable of meeting NIST-s requirements.
