This Request for Proposals (the “RFP”) is an invitation by the Saskatchewan Research Council (SRC) to prospective Proponents to submit proposals for the Collaborative Design and Build of Terbium Dysprosium Separation Unit (referred as “TbDy” in the RFP) further described in the RFP Particulars (Appendix A) (the “Deliverables”).

Additional Information:
The Saskatchewan Research Council (SRC) is seeking proposals from qualified General Contractors or Construction Managers (GC/CM) to provide Phase I – Pre-Construction (Validation Phase) services for the planned construction of the Terbium Dysprosium (TbDy) Separation Unit. This facility, located within the Solvent Extraction Unit (SxU) Building at SRC’s Rare Earth Processing Facility in Saskatoon, Saskatchewan, will support the extraction and refinement of high-value heavy rare earth elements, including terbium and dysprosium. This RFP covers only Phase I pre-construction services, including design validation, risk assessment, scheduling, and cost development. The successful proponent will be expected to submit a detailed Lump Sum (LS) or Guaranteed Maximum Price (GMP) proposal for Phase II construction, which may be awarded through direct negotiation, subject to performance and mutual agreement.
