Swindon Borough Council (SBC) Children-s Services is currently projecting a significant overspend which presents a material risk to the Council-s Medium Term Financial Plan (MTFP). At the same time, the Council has an established Children-s Improvement Plan and a range of service, workforce and practice reform activity underway. Previous external support has generated recommendations but has not resulted in: Sufficient ownership by service managers and directors Clear accountability for delivery Robust governance and oversight A clear line of sight between service change, improvement actions and financial impact The Council is therefore seeking external support to co-produce a single, integrated and delivery focused plan that aligns improvement, reform and savings activity and can be confidently overseen through existing governance arrangements.
