An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a public body intends to award a goods, services, or public works contract to a pre-identified supplier. An ACAN is used when a public body believes that there exists only one supplier capable of providing the required commodity. It also allows other suppliers to indicate their capacity and interest in bidding by submitting a ‘statement of capabilities- which outlines the suppliers- ability to meet the requirements of the procurement. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, public bodies may then proceed with awarding the sole-source contract to the pre-identified supplier. Newfoundland & Labrador Health Services (NLHS) is administering this ACAN for Clinical Trials Platform with two key components:• A patient (public/participant) facing portal; and• A researcher (study site/clinical/nurse) facing platform.Both components should interact with each other, including data collection and patient consent, with the intention to enable researchers to access and edit the portal study list as needed.
