Detailed_Description : The Ministry of Natural Resources (MNR), Aviation Services is seeking submissions from certified service providers for the Stripping and Painting of the CL-415 water bomber aircraft. The final number of aircraft to be painted will be determined by the ministry. The goal of the ministry is to ensure that CL-415 water bomber aircraft are maintained in a mechanically sound condition during the term of the contract with stripping and painting services being performed when required by the vendor. Since the ministry utilizes its CL-415 water bomber aircraft throughout the Province, it is of paramount importance that the aircraft are maintained in a safe condition and that any down time due to the provision of any of the Deliverables is kept to a minimum. The ministry will not transfer ownership of any aircraft to the Vendor under the Contract. The ministry will retain its ownership of the aircraft at all times and the supplier will obtain no ownership interest in any aircraft under the Contract.

Scope of Work : The work will include all aspects of stripping, surface preparation including corrosion removal, corrosion protection, sealant repair and replacement, polyurethane film replacement, and application of all coatings, which shall be herein referred to as refinishing. It also includes miscellaneous repairs, towing, jacking, and the removal, balancing, reinstallation of flight controls and reweighing of the aircraft.The ministry will require that the aircraft be refinished adhering to the following specified criteria, and at a minimum meet all the requirements of Product Support Publication (PSP) 492/497 Maintenance Manual and PSP 498 Component Maintenance Manual.Aircraft Manufacturer-s Maintenance Manuals will be provided to the successful service provider upon award.Time is of the essence and aircraft must be completed within a 4 to 6 week period from deliver date at the specified Vendor location. The Ministry requires the facility where the work is to be performed to meet the requirements in the deliverables.
