Tenders are invited for Civil Works of Savannakhet University New Campus: Construction of (i) Faculty of IT, (ii) Tech Cluster, (iii) Student Dormitory including (iv) Landscaping for Both Core and Non-Core Campus Area (v) Miscellaneous Facilities, and (vi) Mechanical, Electrical and Plumbing (MEP) Infrastructure.
1. The Lao People-s Democratic Republic has received financing from the Asian Development Bank toward the cost of the Second Strengthening Higher Education Project and intends to apply part of the proceeds toward payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Education and Sports, Department of Higher Education (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of the following buildings for the Savannakhet University Core and Non-Core Campus:

3. International Competitive Bidding will be conducted in accordance with ADB-s SingleStage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications, should participate in the bidding:
• that the Bidder has successfully or substantially completed at least two (2) contracts within the last five (5) years and that are similar to the proposed works, where the value of the Bidder-s participation exceeds USD 8.0 Million for each contract.
• that the Bidder has a Minimum Average Annual Turnover of USD 8.0 Million calculated as total certified payments received by the Bidder for contracts completed or under execution over the last three (3) years.
• that the Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments meet or exceed the total requirement for the Subject Contract of USD 1.0 Million.
• that the Bidder have at least two (2) contracts in the last three (3) years that demonstrate construction experience on infrastructure related activities such as water supply, waste water, storm water, power, communications, lighting, landscaping with total value of at least USD 3.0 Million.

6. A complete set of Bidding Documents in English may be purchased by interested Bidders at the address given below, or via online, upon payment of a non-refundable fee of USD 200 or its equivalent in Lao Kip of LAK 1, 800, 000. The method of payment will be in cash or deposit to:

7. The Bidding Documents may be collected in person or may be sent by email or courier, but the Bidder has to deposit the fee at the above bank account and to pay for courier charge by his/her arrangement as appropriate at the discretion of the Bidder. Other than payment of non-refundable fee, there are no other conditions for the purchase of the Bidding Documents. No liability will be accepted for loss or late delivery.
8. Bids must be delivered to the address given below on or before 30 July 2020 at 14:00 hours (Lao Time). All bids shall be accompanied by a Bid Security using the form included in Section VII, Bidding Forms, as specified under Sub clause 19.1 of Bid Data Sheet. Late bids will be rejected. Bids will be opened in the presence of the Bidders` representatives and other interested person who choose to attend in person at the address below immediately after bid submission on 30 July 2020.
9. The Employer will not be responsible for any cost or expense incurred by Bidders in connection with the preparation or delivery of bids.
10. In the comparison of bids, ADB-s Domestic Preference is NOT applied.
