The City of Fort Myers (City) requests submittals from interested and qualified Respondents to provide:A Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR). The THIRA is an integral step towards building a culture of preparedness. Risk is the potential for an unwanted outcome resulting from an incident, event, or occurrence, as determined by its likelihood and the associated consequences. Leaders need to manage risks through appropriate planning, mitigation strategies, and resource management by developing needed capabilities. The THIRA process helps communities understand the normal set of risks it faces by identifying, categorizing, and prioritizing those risks. The THIRA process will identify all potential hazards and threats that could impact the City, assess the likelihood a threat or hazard will impact the City, prioritize the potential impacts of the most catastrophic threats and hazards, and establish capability targets to manage them. By not only identifying and assessing the potential risks but also considering changes to these elements, a community can understand how to best manage and plan for its greatest risks across the full range of the threats and hazards it faces. Our City will use this assessment to inform hazard specific planning, resource allocation, and make smarter decisions regarding preparedness and response activities.The Threat and Hazard Identification and Risk Assessment is a three-step risk assessment process that helps communities answer the following questions: What threats and hazards can affect our community? If they occurred, what impacts would those threats and hazards have on our community? Based on those impacts, what capabilities should our community have?
