Published on: 2026-03-10 00:00:00 Deadline date and time for submission of envelopes: 2026-04-09 Subject: Multi-awardee framework agreement for several lots (purchase orders and subsequent contracts on each lot) for the provision of consulting services within the framework operations financed by AFD. The purpose of this framework agreement is to entrust several selected holders (awardees) with the provision of services: - organizational, strategy and digital consulting; - advice on participation citizenship and the co-construction of public action - advice on financial governance, and preparation of reforms (public policies, programs) as part of the preparation of operations financed by the AFD or the start of implementation work of the latter (priming). This framework contract is made up of 3 distinct lots which each target a specific thematic field of expertise, but which can use common skills for certain services. - Lot 1: Effectiveness and transparency of public institutions: Organizational and digital transformation aimed at framing the organizational and/or digital transformation for AFD counterparties or the carrying out of defined services/studies in areas identified to support the effectiveness of institutions and the transparency of their actions. - Lot 2: Particip’Action: Consulting services, support for the definition of citizen participation strategies, etc.
