INVITATION TO BID

CID No. 18-G-001: PURCHASE/DELIVERY OF ONE (1) UNIT BDRRMO RESCUE VEHICLE, BARANGAY CONSUEGRA, LEYTE, LEYTE





1. The Brgy. Consuegra, Leyte, Leyte through the BDRRM Fund intends to apply the sum of a‚+/-220, 000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Purchase/Delivery of One (1) Unit BDRRMO Rescue Vehicle, Barangay Consuegra, Leyte, Leyte. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Brgy. Consuegra, Leyte, Leyte now invites bids for Purchase/Delivery of One (1) Unit BDRRMO Rescue Vehicle with the Specifications of: -c Engine: 12 valve, 660c; -c Brake: Booster assist hydraulic drum (front & rear); -c Brand New Tires with brand new spare (6 x 12 front & rear); -c Battery: 12volts, 7 plates brand new; -c Fuel Tank: 40 Liters Capacity; -c Jack with handle & tire wretch (brand new tools); -c Siren and blinker; and -c Fire Extinguisher: 5kg capacity. Delivery of the Goods is required within 30 Calendar Days after issuance of Notice to Proceed (NTP). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



4. Interested bidders may obtain further information from Brgy. Consuegra, Leyte, Leyte and inspect the Bidding Documents at the address given below during 8:00 A.M. to 5:00 P.M. (Monday to Friday).



5. A complete set of Bidding Documents may be acquired by interested Bidders on October 25, 2018 - November14, 2018 and the cost of bidding documents is a‚+/-500.00.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



6. Bids must be duly received by the BAC Secretariat at the address below on or before November 14, 2018 @ 11:30 a.m.



Bid opening shall be on November 14, 2018 @ 1:30 p.m. at Brgy. Hall, Brgy. Consuegra, Leyte, Leyte. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



7. All bids must accompanied by one (1) form of Bid Security taken from two (2) acceptable forms: 1.) BID SECURING DECLARATION as provided in Section 27.5 of the 2016 Revised IRR of R.A. 9184; -œOR- 2.) Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.1.



8. The Brgy. Consuegra, Leyte, Leyte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
