About the Organization

Danish Refugee Council (DRC) has been operational in Rakhine since 2008 when it initially responded to the devastation caused by cyclones Nargis in the Ayeyarwady Division (2008) and Giri in Rakhine State (2010) and as such possesses extensive knowledge and understanding of the operating environment. As a consequence of the inter-communal violence in Central Rakhine in June and October 2012 the crucial humanitarian needs of the displaced communities triggered a considerable re-orientation of the DRC program in Rakhine in early 2013, resulting in an increased focus on displacement and addressing humanitarian needs. In Rakhine State, DRC is currently delivering shelter, community infrastructure, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs), livelihoods and protection (including child protection) assistance, to Internally Displaced People (IDPs) and conflict-affected populations. DRC furthermore serves as the Camp Management agency for approximately 68, 000 IDPs in rural Sittwe.

Background information

DRC-s Protection Team supports vulnerable IDPs and host communities through case management and protection monitoring activities. Persons with specific needs supported through case management may include a person with a serious medical condition, a victim of trafficking, or the family of children involved in the worst forms of child labour, among others.

To be able to improve our case management work, we are looking for support in adapting the Inter Agency CP IMS + to DRC Protection needs and transfer of the current information to the new developed system.

The CPIMS + is a practical, field level tool that supports effective and timely responses to individual vulnerable children. It is comprised of database software and accompanying resources and guidance documents, such as standard documentation forms and template data protection protocols.

Purpose of consultancy

DRC is searching for a consultant with previous experiences in adapting, rolling out and managing the CPIMS+ to support the Protection team in tailoring the software to their needs. This will include shaping the IMS based on the forms currently in use in-country (in three different field bases), managing users and accesses to the platform, delivering training to the protection team on the use of the software and providing suggestions on the way forward and organizing the data and information flow.

The consultant will report directly to the Protection Coordinator (Yangon) and liaise with the Information Management Specialist, the Protection Coordinator (Rakhine) and the Protection Manager (Rakhine).

Expected results: (measurable results)

· The CPIMS + is adapted to DRC Myanmar needs according to the Case Management tools in use by the Protection Team

· Users are added to the IMS and different access levels are assigned, according to roles and responsibilities

· The system is tested and rolled out in the country

· Teams are trained and familiar with the new system

· Case management data are moved into the new systems

· Data and information flows are established and tested

· The adapted CPIMS is handed over to the DRC team with a report containing suggested next steps to follow

Duty Station

The position will be both home-based and Yangon based, subject to agreement between the individual and the organization. The consultant must be available for calls and meetings with the country team during Myanmar working hours (GMT +6.5).

Key competences, technical background, and experience required Deadline

Requirements - Essential:

· Demonstrable experience (at least 2 years) in adapting and managing the CPIMS + in humanitarian settings with other NGOs or UN agencies (preferably with experience in the CPIMS and other protection IMS)

· Good technical understanding and familiarity with information management systems for case management

· Understanding of Protection principles such as confidentiality and a survivor-centered approach

· Advanced skills and experience with information technology

· Ability to be flexible and work well under pressure and deadlines

· Fluent English language skills

Requirements - Desirable:

· Experience in Protection Case Management

· Experience working on Primero/GBVIMS+
