1. Context:
As a consequence of this several armed conflicts; Iraq is nowadays believed to be one of the world-s most heavily contaminated countries. This contamination is an amalgamation of landmines, explosive remnants of war (ERW) and improvised explosive devices (IEDs). IEDs in particular have become the major threat due to the complexity of the devices and the sheer scale at which they-re deployed.
HI has been working in Iraqi since 1991, supporting the creation of physical rehabilitation and prosthetics and orthotics centers, providing health and safety awareness to the population, and improving the access to services for persons with injuries and disabilities. HI-s main office in Iraqi Kurdistan is in Erbil.
HI expanded to implement its emergency response in 2014 and now works in 8 Governorates of Iraq (Dohuk, Erbil, Suleymaniyah, Kirkuk, Diyala, Ninewa, Anbar, and Baghdad) with the following activities:
· Victim Assistance: Physical rehabilitation (physiotherapy sessions, provision of assistive devices, caregiver advice and support to health centers), psychosocial support (psychological first aid, psychosocial support and case management for severe cases).

· Inclusion: training and technical support to other humanitarian service providers to ensure the inclusion of persons with disabilities and persons with specific needs in the humanitarian response.

· Risk Education on the risks posed by ERW and IEDs: door-to-door, tent-to-tent, in schools or community centers and organizing community focal points training.

· Survey: by conducting Non-Technical Survey (NTS) in potentially contaminated areas to identify and define suspected and confirmed hazardous areas (SHA and CHA), marking of the SHA and CHA and socio-economic data gathering on the population at risk and their needs.

· Clearance: in order to better contribute to the safe release of land in favor of the communities, HI extended its Humanitarian Mine Action activities by conducting clearance from the end of 2016 in Diyala and Kirkuk. The survey and clearance component of HI-s mission in Iraq focuses on conventional weapons (CW), as well as IEDs.

Currently, HI Iraq-s land release programme has 1 Multi Task Team (MTT) and 1 NTS team, based in Kirkuk Governorate, as well as 2 MTTs in Diyala Governorate, where they currently operate conducting survey, Battle Area Clearance (BAC), Explosive Ordnance Disposal (EOD) and IED disposal (IEDD). From mid-2017 this capacity will be solely concentrated in Kirkuk, with HI also aiming to expand to Erbil Governorate (Makhmur and Gwer areas) in the near future. Due to the emergency response setup, HI teams shall be ready to deploy and respond where need be, within the area of responsibility of the Iraqi-Kurdistan Mine Action Agency (IKMAA), the national mine action authority within Kurdistan Regional Government. In addition, HI is actively seeking to gain accreditation with the Directorate of Mine Action (DMA), the national mine action authority of the Federal government and assessments will be conducted in Ninewa and Anbar governorates to prepare funding research and deployment once accreditation is granted.
The land release programme of HI-s Iraq mission is still in a developing phase, aiming to grow in number of teams and capacity (mechanical clearance assets and potentially animal detection). The Chief of Operations will be expected to be directly involved in this development of the programme.
The main interlocutors to be engaged include, but are not limited to:
· IKMAA/DMA for accreditation, external monitoring, hand over, tasking and coordination. This is a particular important interlocutor which will require special attention to ensure a fluent and constructive dialogue.

· UNMAS and other UN agencies within the Mine Action Sub-cluster.

· Other Mine Action organizations and IMMAP for bilateral coordination and information sharing.

2. Objective:
The Chief of Operations has the primary function of ensuring that the highest technical standards are maintained in all survey/clearance operations within HI-s mission in Iraq and that activities are implemented in line with national, international and organizational procedures.
The Chief of Operations shall develop a thorough understanding of the weapon contamination situation in Iraq, and provide the mission and with hazard identification and risk assessments on the impact of weapons contamination on staff and civilians in affected areas.
The Chief of Operations shall ensure land release activities facilitate and complement other aspects of HI-s emergency and development programming in Iraq.
3. Responsibilities:
The Chief of Operations will be responsible for the overall implementation of all aspects of the land release operations comprising: survey, clearance of conventional (EOD) and improvised explosive contamination (IEDD), and quality management, as well as the development of the survey and clearance components of the programme. Their responsibilities will include defining the operational methodology and completing / updating required Standard Operating Procedures (SOPs) as required, ensuring adequate training is delivered and plan and design the implementation of land release operations in accordance with the overall HI Iraq Strategy.
The Chief of Operations will ensure that all the survey and EOD/IEDD activities are executed safely, are technically correct, are compliant with applicable standards and regulations, in accordance with HI-s policies and procedures, and are productive and cost-efficient. They will be responsible for the operational management and tasking of the survey and clearance teams, including Technical Field Managers and a Medical Coordinator, coordinating those operations with the other activities implemented by HI. Strong coordination is required with the Field Coordinators and the Risk Education Technical Advisor.
The Chief of Operations will act as an ambassador for HI through his/her professionalism and conduct.
They will be responsible to the Humanitarian Operations Coordinator and technically to the Global Senior Technical Advisor (STA) on Humanitarian Mine Action.
