The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work.
Objective 1:
Provide a qualified diesel engine technician familiar with New Sulzer Diesel (NSD) Model ZAV40 engines/gensets, to perform onsite inspections and assessment of the #1, #3 and #4 MPDGs listed below. The technician shall inspect/assess each MPDGs current operational condition, determine the severity of any deficiencies, and identify the repair/replacement parts or efforts required make equipment functional. Minor disassembly of the engine/genset internals is authorized; however, each engine shall be re-assembled to the extent of each MPDG-s existing condition. Brief operation of engine may be permitted with the prior written authorization from USCG.

Objective 2:
Provide a qualified marine surveyor familiar with New Sulzer Diesel (NSD) Model ZAV40 engines/gensets, to perform onsite failure investigation and Root Cause Failure Analysis (RCFA) of the #2 MPDG listed below. Major disassembly of the engine/genset internals is authorized, however re-assembly of the #2 MPDG is not required. If any components are identified where further offsite testing is recommended, those are to be listed in deliverable 2.
