Description

The Commodity Futures Trading Commission ("CFTC") intends to negotiate and award a sole-source task order to Recovery Point Systems (RPS) for the hosting of three (3) CFTC server racks at the RPS location in Germantown, MD. These server racks and their direct connections to the Amazon Web Services and Microsoft Azure clouds are critical to CFTC-s Information Technology (IT) infrastructure and mission capabilities.

CFTC anticipates moving to its new headquarters location (355 E St SW, Washington DC) on or about June 2026, or when the renovations are completed on the new headquarters location if delayed. CFTC has extended the lease at its existing headquarters location (1155 21st St NW, Washington, DC) for one year, with an additional option year in the case of renovation delays on the new location. CFTC must have stability for its existing cloud infrastructure during this time to ensure there are no critical system outages. Recompeting and potentially moving CFTC-s three server racks in a similar timeframe to a physical headquarters move would create too much risk to critical CFTC systems and connectivity to cloud services.

Accordingly, CFTC must renew its existing server hosting contract for a base year and one potential option year to ensure this stability. Physically moving the HQ location, on premise infrastructure, and cloud connection infrastructure simultaneously poses too much risk, as doing so could cause a critical infrastructure failure or loss of connectivity to CFTC-s cloud infrastructure.



The Government intends to procure this requirement under FAR 6.103-1 and 41 U.S.C. 3304(a)(1) “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.”
