Description
The F-35 Joint Program Office (JPO) intends to award a Delivery Order (DO) under Basic Ordering Agreement (BOA) N0001924G0010 for the following need:
The Developmental Test Viability CF-5 Wing Instrumentation (DTV-CF5) will ensure the capacity gap is addressed for carrier-variant (CV) Ship Suitability. The Flight Test Instrumentation (FTI) to the wings of CF-5 will support future test capacity until new test aircraft can be delivered. This effort requires Non-Recurring Engineering (NRE) for detailed aircraft modification execution planning and technical data packages necessary to implement wing instrumentation. This effort shall include the following: detailed planning, parts procurement and modifications to equipment and systems supporting flight test operations.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The Government intends to award this effort to Lockheed Martin Aeronautics Company (Lockheed Martin), Fort Worth, Tx. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty (30) days after the date of publication of this synopsis will be considered by the Government. Lockheed Martin is the sole designer, developer, manufacturer and integrator of the F-35 aircraft and related equipment. Lockheed Martin alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe.
