Description : The State Board of Private Licensed Schools (Board) seeks to contract with a vendor to serve as a central repository for academic transcripts for Private Licensed Schools in Pennsylvania. Private Licensed Schools are postsecondary business, trade, and correspondence schools that award certificates, diplomas, and specialized associate degrees tailored to prepare graduates for employment.The central repository will need to accept and safeguard transcripts for graduates of these Private Licensed Schools for the past 50 years, including the transcripts of schools that have closed during this time. This will be a requirements contract, however, the Board estimates that approximately 1, 500, 000 transcripts will need to be accepted, protected, and processed by the central repository. Of these 1, 500, 000 transcripts, approximately 500, 000 are in paper format and approximately 1 million transcripts are digitized. Please see Appendix A for a list of closed schools and their repositories. The repository will be required to establish a method to retrieve or receive all existing transcripts within 12 months of the finalization of the contract. The repository will also need to accept approximately 175, 000 new transcripts per year from over 200 Private Licensed Schools. Please see Appendix B for a list of current Private Licensed Schools. The central repository will need to service the transcripts for students from closed Private Licensed Schools. A process will need to be established to enable students to request official copies of transcripts to be sent to the student or another recipient. The process will need to provide for evidence of the student s identity and a secure and timely delivery method. Unless agreed otherwise by the Board, the contract will be at no cost to the commonwealth, however, the central repository may charge a reasonable fee to the student for this service.The central repository will need to establish a payment method and amount for the costs of providing the service to students. Costs need to include any upfront costs for collecting records, digitizing records, and standardizing the format and naming protocol of existing digital records. Costs also need to include the costs of maintaining the repository, storing and protecting records, and servicing records.
