Short description of the tender: As a result of the simple tender, the Ministry of Education and Research wishes to conclude a tender contract for the study of: "The application potential of the Icelandic leisure activity financing model in Estonia and its impact on the participation of young people in youth services". Research the objectives are to find out the current practices of supporting, monitoring and informing participation in youth services in local governments and their estimated impact on the participation of young people aged 7-19 in youth services. In addition, the goal is out explain the applicability and potential impact of the account-based financing model used in the Icelandic prevention model on participation in youth services (i.e. hobby education, hobby activities and youth work) in Estonia and propose a suitable one for Estonia (including the specificities of municipalities, a funding model that takes into account the educational and youth political direction and the target group) that promotes participation in services in the field of youth.
