The subject of this assignment is: "Conducting an ALM study and advising on the appointment of an asset manager and depository for the local fund". Explanation: The Local Fund Foundation (hereinafter referred to as the Foundation) wants a strategic long-term vision for its Fundto determine an investment policy that strikes a balance between return and risk. The development of this policy can be divided into three phases: • Carrying out an ALM study • Determining risk level and strategic asset allocation (SAA) or investment mix • Advising on the appointment ofan asset manager and a depository • Determine implementation choices, governance structure and risk management: Active/Passive management, target weighting and margins, rebalancing policy, benchmarks, permitted and prohibited investments, governance, risk management, ESG integration, reporting and auditlesson • Supervising the appointment procedure: Appointing asset manager(s) and depositary via a government contract Drawing up implementation procedures
