TheWorld Bank has been providing technical assistance (TA) to the Government ofIraq (GoI) on climate change and energy transition through initiatives such asthe Country Climate and Development Report (CCDR) and the Renewable EnergyIntegration Strategy and Investment Plan. Building on this foundation, theWorld Bank, through the Energy Sector Management Assistance Program (ESMAP), issupporting the establishment of a Center of Excellence in RenewableEnergy/Solar (CERES) at the University of Baghdad. CERES aims to strengthenIraq-s capacity to develop renewable energy resources, promote science- andtechnology-based approaches to the energy transition (including energyefficiency), and contribute to national and regional clean energy objectives.Initially focused on solar energy, CERES will serve as a platform for broaderrenewable energy development in Iraq.Tosupport these objectives, the World Bank seeks to engage a consulting firm todeliver targeted capacity development support to CERES. The consulting firmwill support the World Bank in developing CERES-s capacity through targeted, hands-on technical assistance and training. The consulting firm will:Design and implement practical capacitydevelopment programs to operationalize CERES-s consulting and capacitydevelopment services, including service line development, lead generation, andtechnical training aligned with the Center-s consulting offerings.Support the development of three (3) modulesthat can later be integrated into undergraduate and graduate programs ofpartner institutions, including workshop design, pedagogical and technicalknowledge training, recommendations for required software, tools, specifications, and procurement strategies.Collaborate with CERES teams to co-develop animplementation plan for launching consulting, capacity development, andtraining services.
