The project aims to significantly increase private sector funding for climate mitigation and adaptation in the Philippines, in alignment with the country-s Nationally Determined Contribution (NDC) targets.To better leverage the Philippine capital market in support of these objectives, it is important to strengthen the capacity of local external review service providers. Upskilling these providers will equip them with the specialized knowledge and competencies needed to deliver verification and assurance services for thematic labelled bond issuers. Expanding the pool of credible local providers will, in turn, enhance investor confidence, support regulatory compliance, and encourage greater issuance of high-quality thematic debt instruments.IFC therefore seeks to engage an external firm (the “Consultant”) to design and deliver a capacity-building program to support the development of local external reviewers in the Philippines- sustainable finance market. The program will be tailored to equip selected stakeholders with the foundational knowledge, technical skills, and professional competencies required to provide credible external review services for both issuance and post-issuance requirements of thematic debt capital market instruments, in line with ICMA Principles, the ICMA Guidelines for External Reviews, and applicable regulatory requirements.This assignment will not include activities to directly support stakeholders in obtaining formal certifications or regulatory licenses.
