GGGI for its projects in Mongolia invites all eligible companies to submit their bids for the provision of consulting services to facilitate Capacity building of Civil Society Organization (CSO)s and Micro, Small and Medium Enterprise (MSME)s in climate action and mobilization of climate finance.

PROJECT BACKGROUND:
GGGI supports its member and partner countries to achieve the Sustainable Development Goals and their climate change commitments. In Mongolia, GGGI seeks to build technical and institutional capacity for climate action across multiple sectors. Together with the Ministry of Environment and Tourism (MET) and the Climate Change Research and Cooperation Center (CCRCC), GGGI is implementing a three-year Green Climate Fund (GCF) Readiness project, Strengthening Institutional and Technical Capacity to Support Nationally Determined Contribution (NDC) Implementation and Mainstreaming Climate Change into Subnational Development Planning in Mongolia. One of the focus areas of this project is the capacity building of local businesses to develop business models tailored to local climate change needs.
Involvement of private sector, including SMEs, to address climate change is essential for multiple reasons. First, given scale and urgency in responding to climate change, it is critical that private sector actively involved in climate mitigation and adaptation actions. Second, climate action presents opportunities for SMEs to integrate resilience into businesses along their path in coping with new challenges. However, due to limitations in size, SMEs face larger challenges when it comes to capacity to green their operations, including knowledge about green(er) technologies, implementation capacity, and accessing finance to adapt to their businesses. Hence, capacity building of SMEs to advance their understanding of climate actions, initiatives and the opportunities that exists is an important enabling factor for achieving climate targets.
This assignment aims at investigating gaps and needs of SMEs in developing new business models, developing, and delivering climate finance training program, propose and test effective mechanism/structures to embedding the training modules within existing SME programs in Mongolia.


PROPOSED ACTIVITIES FOR THE OVERALL PROJECT:
This assignment aims to develop and deliver training program and modules for climate financing to SMEs and designing and testing options of embedding the modules into existing training programs for SMEs. The proposed activities include:
i) Identify capacity-building gaps and needs in relation to climate action of and financing for SMEs:
(a) Review relevant surveys on SME climate change awareness, capacity needs assessment(s) and identify/analyze gaps and needs in relation to climate action of SMEs.
(b) Investigate and identify existing SME/entrepreneurship training programs and hosting institutions.
(c) Consult with training providers and investigate interests in embedding climate action and finance content/modules into their training program(s).
(d) Consult with SMEs and SME support institutions and assess the capacity-building gaps and needs.
ii) Develop dedicated training program and modules to integrate into (an) existing SME/Entrepreneurship program(s):
(a) Building on the assessment findings propose training approach and content for SME capacity building training.
(b) Develop climate action and finance training program and modules that can be integrated to other training programs.
(c) Investigate and develop options for effective delivery of the training content to SMEs.
iii) Deliver climate finance training program(s):
(a) Recruit and select first cohort to participate in climate action and finance training program.
(b) Organize and deliver trainings of at least 265 person*days for SMEs. The costs associated with training are to be consulted with and covered separately by GGGI.
(c) Identify and propose options and opportunities for embedding the climate action and finance modules into their curriculum.
(d) Deliver climate finance module within existing SME/Entrepreneurship program(s) to deliver at least 75 person*days of trainings.
iv) Review training program and effectiveness of two training approaches and make recommendations for scaling up.
(a) Review and analyze effectiveness of two training approaches.
(b) Make recommendations for: (i) potential scale up and/or sustainable delivery mechanism; (ii) arrangements with hosting institutions/training programs.
