It will assess duplication, fragmentation and coverage gaps; analyse financing structures, benefit adequacy and sustainability; and examine integration with Nepal-s broader social protection system. The analysis will also consider alignment with relevant ILO standards and destination-country frameworks, particularly in GCC countries. A gender-responsive lens will be applied to assess differentiated access and adequacy outcomes.
