Below is a summary of the work to be carried out: Purpose of the consultancy: Evaluative purpose: produce an evaluative report that assesses the ILO's contribution to observable changes in actors and institutions in the RBSA intervention ARG/24/01/RBS; useful for accountability towards RBSA funding partners and for learning institutional of the Country Office, the Regional Office, PROGRAM and EVAL. Methodological purpose: to apply in an adapted manner the “Outcome Harvesting” methodology in an RBSA intervention of a limited scale and under a compact work schedule, generating replicable methodological learnings for future similar exercises.
