Below is a summary of the work to be carried out: Within the framework of the High-Level Evaluation, HLE) of the ILO Global Strategy on Skills and Lifelong Learning (hereinafter skills) 2030, the ILO Regional Office proposes carrying out a country evaluation study in Colombia aimed at generate substantive and usable evidence on the contribution of skills development and technical vocational training programs to strengthening national training systems and reducing skills gaps.Colombia constitutes a relevant case within the ILO's global portfolio in terms of skills due to the scale, diversity and continuity of recent interventions, as well as its coordination with public policies, national institutions and mechanisms of system governance. The study seeks to provide contextualized and analytical evidence that informs the strategic questions of the HLE in terms of relevance, effectiveness, efficiency, sustainability and institutional contribution, without being limited exclusively to produce inputs for the global exercise.
