Below is a summary of the work to be carried out: Within the framework of the High Level Evaluation (HLE) of the ILO Global Strategy on Skills and Lifelong Learning (hereinafter skills) 2030, the ILO Regional Office proposes the implementation of a country evaluation study in Colombia aimed at generating substantive and usable evidence on the contribution of skills development and technical professional training programs to strengthening national training systems and reducing gaps in skills.Colombia constitutes a relevant case within the ILO's global portfolio on skills due to the scale, diversity and continuity of recent interventions, as well as its articulation with public policies, national institutions and system governance mechanisms. The study seeks to provide contextualized and analytical evidence that informs the strategic questions of the HLE in terms of relevance, effectiveness, efficiency, sustainability and institutional contribution, without be limited exclusively to producing inputs for the global exercise.
