Below is a summary of the work to be carried out: The purpose of the consultancy is to identify and prioritize the main barriers they face. young people in the ICT sector for their labor insertion in the Caribbean and Pacific regions, and design articulated solutions that facilitate their access to decent employment. In a first phase (June 2026), a friction prioritization document will be prepared by territory, identifying up to three key barriers per region, along with their typology and the last mile services required. In a complementary manner, a territorial challenge statement document will be developed that defines strategic problems, characterize the target population, establish labor insertion goals, incorporate decent work indicators and ensure alignment with initiatives such as the Skills Pacts and the Global Gateway strategy. In a second phase (until August 2026), the results of the co-design process with ecosystem actors will be consolidated, including priority solutions, institutional commitments and implementation recommendations. This final product will also integrate a functional proposal for the mapping of talent and vacancies, financial mechanisms for the sustainability of the intervention and guidelines for continuous validation with young beneficiaries, guarantee...
