This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the federal acquisition regulation (far) subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 7000001270 and is issued as a request for quote (rfq) with the statement of work. The solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular (fac) fac 2005-88, effective 16 may 2016. The period of performance is august 4, 2019 through august 3, 2020 plus four option years. The internal revenue service (irs) requires cable service to executives and program offices as appropriate in the irs headquarters building. The cable service is provided to permit real time viewing of congressional hearings and up to the minute information on news and events impacting the irs. This building is designated historical and encompasses approximately 1.5 million gross square feet.

The government intends to issue a firm-fixed price (ffp) award based on the lowest priced technically acceptable (lpta) that is responsive to the solicitation. Offerors providing the required installation of equipment, maintenance and television programming services will be considered technically acceptable.
