This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Mobile Directorate of Contracting (DOC) is seeking information regarding capability and availability of potential contractors to construct The Black Warrior and Tombigbee Alabama-Coosa Project Management Office in Tuscaloosa Alabama.
The contract will require the selected contractor to provide all plant, labor, equipment and materials necessary to construct the required Project Office, including required site work, utilities, environmental remediations, and ancillary requirements, based on the Offeror-s Design-Build to Budget full design, in compliance with applicable Department of Defense, US Federal, and partner nation codes and standards. The estimated cost of construction is between $24, 000, 000 and $26, 000, 000.
This requirement will be solicited as a Design-Build to Budget (DBtB) acquisition. Under the DBtB approach, the Government establishes a fixed construction budget, identified herein as a Maximum Allowable Construction Cost (MACC), and offerors compete by proposing the maximum scope, quality, and functionality that can be designed and constructed within that fixed budget. The successful contractor will be responsible for the full design of the Project Office, as well as all subsequent construction, in accordance with the Government's program requirements, applicable Department of Defense and U.S. Federal codes and standards, and the State of Alabama building and licensing requirements. The Government anticipates a firm-fixed-price contract awarded on a best-value tradeoff basis. Because the budget is held effectively constant, the offeror's design solution, technical approach, and ability to deliver scope within budget will be significant evaluation considerations in the resulting solicitation.
The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform this stand...
