The framework agreement procedure stipulates that the contracting entity will periodically organize rebids with all participants included in the framework agreement. In the initial stage of submission of offers in SIA RSAP MTender, economic operators will not submit financial proposals, since the contracting entity cannot estimate the exact needs in advance, and a detailed list of materials is missing. Financial offers will be requested and evaluated exclusively within the re-offer procedures. Proposals will be selected that offers the lowest price and meets the required technical specifications. Economic operators who can provide materials are invited to submit the initial offer (the documents specified in point 15) for inclusion in the framework agreement. The exact quantities needed will be communicated in each subsequent reoffer. This procedure is carried out in accordance with the provisions of Law no. 74/2020 on procurement in the energy, water, transport and postal services sectors and with the Methodological Norms regarding the method of awarding sectoral procurement contracts/framework agreements in the energy, water, transport and postal services sectors, approved by GD no. 694/2020.
