Tender Details

Tenders are invited for Broadcast a Social Video and Audio Spot, in Romanian and Russian Languages, in the Field of Inclusive Elections.

Between January 2018 - June 2020 the Eastern European Foundation (FEE), in partnership with the Center for Partnership for Development (CPD), Piligrim Demo and Tarna Rom implements the project "Civil society pleading for inclusive and fair elections in the Republic of Moldova, according to EU recommendations and OSCE / ODIHR and human rights commitments ”. This project is funded by the European Union and co-financed by Sweden.

For the effective promotion of political inclusion and for qualitative information of voters on the benefits of inclusive elections FEE has developed a video and audio spot, lasting 30 seconds, in Romanian and Russian. For this purpose, the FEE will hire a company or several companies specialized in providing the requested services, which will carry out the proposed tasks for promoting inclusive elections in the Republic of Moldova.

Objectives
In order to sensitize the population and the decision-making factors regarding the wish to facilitate the inclusion of the under-represented groups in the electoral process and in politics, materials will be disseminated through television, radio and online space.

Budget:
The total budget available for deliveries is 11, 300.00 EURO.

Note: The project "Civil society for inclusive and fair elections in the Republic of Moldova, according to EU and OSCE / ODIHR recommendations and international commitments in the field of human rights" is registered in GD no. 246 of April 2010 on the application of the fiscal and customs facilities related to the implementation of the ongoing technical and investment assistance projects, which fall under the international treaties to which the Republic of Moldova is a party. The purchases made by the Foundation under this project are exempt from VAT with the right of deduction. The package of supporting documents will be presented upon request.


The application file will include:
- Financial offer, indicating the number of broadcasts per TV / Radio / online medium, between 18.00 - 22.00, with the exact indication of the online station (s) / platforms where the spots will be placed;
- A letter of intent stating:
o In the case of candidates for Lots 1 and 2: the degree of geographical coverage of the proposed TV / Radio and / or Radio station and no. attempt by people who will be sensitized (the audience);
o in the case of the candidates for Lot 3: no. attempt by people who will be approached through online information.
- The CV of the company with documents that will demonstrate the experience in the field.

The deadline for submitting tenders is August 20, 2019.
