Tender Details

The Sustainable Solid Waste Management Project (SWEEP, P500526) is a World Bank investment lending project that is currently under preparation in Bosnia and Herzegovina (BiH). The project development objective of SWEEP is to improve solid waste service delivery and institutional capacity in participating cantons and municipalities. The Global Partnership for Results-based Approaches (GPRBA) is supporting the inclusion of a performance-based grant (PBG) mechanism as part of the SWEEP project design, in order to enhance sustainability and promote circularity among local governments receiving subproject financing under SWEEP. This assignment is for consultancy services to assist with the design of the PBG mechanism that would incentivize improvements in aspects such as operational efficiency, cost recovery, and the promotion of circularity in solid waste management. Activities to be undertaken through this assignment include relevant baseline assessment/analysis of the solid waste sector in BiH, detailed technical design of the PBG scheme including appropriate indicators, development of operational guidelines and inputs for an operational manual for the scheme, and consultation workshops with stakeholders to discuss and validate the proposed design.
