Expression of Interest are invited for Bootcamps for Female Digital Employment: Bootcamp Partner, Bogotá Colombia.

I. Context
The World Bank will carry out a Randomized Control Trial (RCT) in order to test and measure the effectiveness of women-centered coding bootcamps in creating new economic opportunities in digital and technology employment for women. The design of the bootcamp will specifically consider the needs and constraints of women.

The coding bootcamp to be provided and tested is a short-term training course (3 to 6 months) on tech skills with the following characteristics:
- It offers an intensive rapid skills training programs with a competitive selection process, typically lasting no more than six months.
- Its teaching method follows a project-based, experiential learning approach. Soft-skills are provided through the training following this experimental learning approach.
- Its curricula reflect current industry needs, with teaching subjects adapted to local demand. This requires an understanding and connection of the skills demands for tech skills entry-level jobs in the market of operations.
- It should aim to rapidly improve the tech skills of its students to enable them to find jobs upon graduation. Therefore, it should include a career development focus as part of the curriculum; in order to increase employability prospects upon program completion.

As part of the implementation of this activity, the World Bank is seeking for an experienced firm to implement and deliver a coding bootcamp in Bogotá along with a series of complementary activities targeted towards women.

II. Scope of Work:

- Program Delivery
The provider shall be responsible for the provision of the coding bootcamp with the content and characteristics of the Ready-to-Work model described above to a minimum of 150 women with financial aid. The coding bootcamp program should have proven, high-quality experience in preparing students for the labor market and connecting them to employment opportunities. The provider shall offer an intensive and comprehensive training on the coding skills that are the most in-demand in the Bogotá area (Full Stack), and deliver integrated socioemotional skills as well as job readiness/professional development training. In addition, the provider shall offer all the services that a coding bootcamp entails: marketing, admissions, training, job placement and student follow-up.

- Attracting, Retaining and Supporting Women
The provider will be expected to carry out targeted marketing efforts to attract the minimum amount of women required by the RCT. Rather than pinkwashing standard marketing efforts, the goal is to find messages that resonate with local women in technology, particularly those linked to the power of coding to promote empowerment, increase incomes and solve problems in ones community. The provider should also try to profile local women in technology as a recruitment strategy. The provider will also need to carry out complementary activities to reduce attrition among women. The World Bank will provide support and capacity building to the provider to implement these activities if needed.

- Research Experiment
The provider will also work with the World Bank Group as needed to complete the tasks and requirements for the effective implementation of the RCT methodology, including collaborating in survey data collection, admission lottery, and implementation monitoring. The provider will cooperate with the World Bank Group task team to ensure smooth information and data flow, and thoroughly follow the protocols for implementation and other instructions provided by the World Bank Group team to ensure the correct application of the RCT.

III. Deliverables and Accountabilities:
- Plan, design and execute a strong marketing campaign (online and offline), social media strategy and community outreach;
- Ensure the successful application of the baseline survey (to be provided by the World Bank) to all applicants, as part of the requirements of the recruitment process
- Ensure the selected participants understand the conditions and requirements of the bootcamp;
- Complete enrollment of a minimum of 150 women applicants into the bootcamp training, following the agreed protocol;
- Provide appropriate premises for the training, as well as related logistics (e.g. connectivity, virtual platform, etc.);
- Deliver the coding bootcamp;
- Develop and maintain a database reflecting students daily attendance, progress and any other monitoring data agreed with the World Bank team;
- Comply at all times with the protocols established for the RCT that ensure the validity of the treatment and control groups, including its timing targets
- Connect students to relevant professional contacts;
- Work to ensure a high job placement ratio by working closely with the IT industry, entrepreneurship ecosystem, and HR agencies, and by providing job readiness training to the students;
- Build close relationships with participants to follow-up with them 3 months after their bootcamp graduation date;
- Work closely with the World Bank, as well as with the local partners of this activity, namely the District Department for Social Integration, BICTIA (Bogotas ICT Incubator & Accelerator), Bogotas Chamber of Commerce Software and IT Cluster, and Invest in Bogota.
- Detailed description of the bootcamp to be offered, including detailed Full Stack curriculum, workload, weekly programs, and complementary support;
- Detailed timetable of the trainings (including days, time and modality - full time / blended), including, besides the technical training, the hours allocated to socioemotional skills training and job readiness;
- Detailed description of the recruitment process, with requirements and criteria that applicants must meet to be eligible for enrollment and the protocols that will be followed by the provider
- A timeline or Gantt chart, underlying the cohort/s and the number of students trained per cohort;
- A database of applicants; tracking their progress in the recruitment process, the efforts made to assist them, the time for completion of each step, and their final status (whether they won the lottery and whether they enrolled)
- Log and brief analysis of reasons for student dropouts, attrition, and failure to complete the program;
- If available, share own evaluation of expected results, including impact indicators to assess the success of the training;
- Other accountabilities that might arise during the implementation of this contract.

IV. Qualifications:
- Strong capacity and experience implementing coding bootcamps with previous experience on designing and implementing coding bootcamps;
- Built and tested bootcamp methodology; proven experience and records in providing employment and professional development services to graduates and strong track record of graduates finding employment in tech sector after training. Experience and proven connections with the Bogotá labor market will be a plus;
- Comprehensive coding programming curriculum that responds to current labor demand in specific tech skills of the local market (Full Stack languages);
- Capacity to run an intensive full-time (at least 8 hours/day) or part-time bootcamp program lasting up to 25 weeks; specific proven capacity in Bogotá will be a plus;
- Capacity to train a minimum of 150 women within 9 months;
- Work teams capacity: a number of instructors who will run the training and their related professional experience and competence; firms with female instructors on their team are preferred;
- Capacity to start the training for the first cohort in the first semester of 2019;
- Capacity to advertise to wider groups of potential applicants;
- Capacity and experience working with research partners. Experience working with development or multilateral organizations is a plus;
- Established relationship with companies capable of providing mentorship and employment services to the graduates; Networks and contacts within the Bogotá tech ecosystem, IT industry and related public institutions would be a plus;
- Established career center helping to match graduates with jobs in the local market.
