Tenders are invited for Bohe Power Plant Unit 2 Low-load Stable Combustion Adjustment Research and Development
(1) The bidder shall be a corporate entity within the territory of the People-s Republic of China or a legal institution within the territory of China of a foreign enterprise that responds to the tender and participates in the bidding competition and has the right to independently enter into contracts.
( 2) The bidder is not in a state of being ordered to suspend business or bankrupt, and its assets have not been reorganized, taken over or frozen; the bidder should be legally and financially independent, operate legally and independently of the tenderer; two or more legal persons whose legal representative is the same person, parent companies, wholly-owned subsidiaries and their holding companies shall not bid simultaneously in the same goods tender; legal persons, other organizations or individuals who have a vested interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding.
( 3) This tender does not accept bids in the form of consortium.
( 4) If a bidder is included in the grey list or black list of Guangdong Energy Group Corporation (or a secondary platform enterprise under Guangdong Energy Group Corporation, or the Tenderer) before the bid submission deadline for this project, or has been included in the grey list or black list and is still within the penalty period (or has not been removed from the list), its bid shall be invalid.
( 5 ) The bidder shall have a certificate of capability evaluation for power engineering commissioning (Level 1 or above for power engineering) and a qualification of Level B or above for engineering design of thermal power generation (including conventional island design of nuclear power plants) in the power industry.
