Program: Regional Maritime and Land Interdiction Belmopan, Belize
SCOPE
International Narcotics and Law Enforcement (INL) Affairs office at US Embassy Belmopan, Belize has a requirement for to purchase six Mercury Sea Pro Model 12250039A or equal outboard engines (standard shaft), accessories, spares and tools which will be placed on three hulls. These Outboard Motors should come with all installation accessories, spare equipment, spare tools, wires, harness and cables to include but not limited to dual remote controls, dual ignition switch and propellers, spares. The Motors will be transfer to the Belize Coast Guard.

1. TYPE OF CONTRACT
The Government intends to award a firm, fixed-price, single contract award for the requirements identified in this RFQ. The price shall include all direct and indirect costs, profit, shipping/delivery charges, export requirements, warranty, insurance, etc. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the Contractor-s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates.
2. EFFECTIVE PERIOD OF CONTRACT
This contract shall be effective on the date of the Contracting Officer`s signature and contractor shall provide all needed installation accessories for Outboard Motors to include propellers and controls; warranty certificates received and accepted by the U.S. Government two months after date of award.
3. SUPPLIES AND PRICES
The Contractor shall provide quotation to the U.S. Government for suppling 6 Mercury Sea Pro Model 12250039A or equal outboard engines (standard shaft) with all installation accessories, wires and cables to include but not limited to dual remote controls, dual ignition switch and propellers, spares, as described in the specifications for the stated firm fixed price. Contractor shall also provide basic introduction to the engines covering characteristics of the engines and basic maintenance to 8 Engineers. Further, the Contractor shall properly perform the pre-delivery inspection to ensure that there are no damages during shipping or delivery. The firm fixed price shall include the Mercury Sea Pro Outboard Motors or equivalent, pre-delivery inspection, certificates of origin, operator-s manuals, manufacturer warranty certificates and any other documentation mandated by the destination country. All manuals shall be furnished in the English language.

and accepted in Belize, in order for equipment to be
utilized in training.

All items shall be compatible to Motors quoted on.
5. EVALUATION OF QUOTATIONS
5.1. Award will be made to the Lowest Priced-Technically Acceptable quoter who submits a quotation that
is responsive to the RFQ requirements.
5.2. Additional Considerations:
1. The Government reserves the right to reject a quotation that is technically unacceptable or
unreasonably high in price.
2. The Government will determine acceptability by assessing the quoter`s compliance with the terms
of the Request for Quotation (RFQ).
3. The quoter must be able to demonstrate that it has the necessary resources to provide on-time
delivery at a high level of quality.
4. The contractor shall specify availability of the engines and timeframe for delivery to include
custom clearance.
5. Quotation shall include type and period of warranty covered.
6. Award from this solicitation will be made on an “All or None” basis.
6. QUOTATION MUST INCLUDE THE FOLLOWING
6.1. PRICE: unit and extended prices, inclusive of delivery charges.
6.2. DELIVERY DATE: Proposed delivery date.
6.3. DESCRIPTION: Description/nomenclature of the item being quoted; product literature may be
provided. Quotation must demonstrate compliance with all required features. Also include description of
warranty terms.
6.4. PAST PERFORMANCE: A list of contracts within the last two (2) years for the provision of
comparable federal or commercial customers. The list shall include contact information (name,
organization, email, and phone) and limited to no more than five (5) references.
6.5. Data Universal Numbering System (DUNS). DUNS number and statement that the quoter is registered
in System for Award Management (SAM).
6.6. CERTIFICATIONS: Completed certifications (FAR 52.212-3) or statement that the certifications are
included already at the ORCA web site (https://orca.bpn.gov/).
7. WARRANTY
Contractor-s proposal, the subject outboard engines shall be covered by a manufacturer-s warranty on the
products. Quotation shall include type and period of Warranty Covered

The engines shall be in full condition, to include all fluid levels in normal operating ranges.
9.1 MARKINGS AND SUBMISSION OF DOCUMENTS
Engines and all related items included on this order and associated documents shall be labeled and
marked for, and the shipping documents, including original bills of lading, certificates of origin,
shall be submitted by courier or international courier to the consignee-s following address:

The Contractor shall further send a copy of each commercial invoice, for customs clearance
purpose, to the Office of INL at the address described above. All documents shall be sent for the
attention of the following person:
The Bill of Lading must describe each engine with the year, make, model, color, and serial number
where applicable.
Marking: Marking Instructions (for delivery only) will be provided upon award and shall minimally
contain the following:

9.2 DELIVERY SCHEDULE
All outboard engines and accessories shall be delivered to the customs facility in Belize City, as soon as
possible but no later than 3 months from receipt of the purchase order. Quoters must state availability and
timeframe for delivery in their proposal.
10. CUSTOMS CLEARANCE AND TAX EXEMPTIONS
The U.S. Government will assist the Contractor-s Broker by signing custom entry to facilitate smooth
custom clearance from the Government of Belize accordance with Section 7, marking and Submission of
Documents. US Government will apply Belize Tax Exemption privileges to this Order,
11. INSPECTION AND ACCEPTANCE OF INSTALLATION OF ENGINES
The inspection and acceptance of the engines and engine installation work shall be performed by the U.S.
Government upon completion at the boat facility in Belize City, Belize. The payment(s) to the Contractor
shall be made following satisfactory inspection and acceptance of the engine and completion of installation
of Engines, wires and accessories to include controls and propellers to the Office of INL in Belize.
12. ACQUISITION METHOD
The U.S. Government is conducting this acquisition using the simplified acquisition procedures in Part 13
of the Federal Acquisition Regulation (FAR). If the dollar amount exceeds the simplified acquisition
threshold, then the Government will be using the test program for commercial items authorized by Subpart
13.5 of the FAR.

12.1 AWARD TYPE:
The Government intends to award a firm-fixed-price Purchase Order for the requirements identified in this
RFQ. The price shall include all direct and indirect costs, profit, shipping/delivery charges, export
requirements, licenses, insurance, etc. The price will not be subject to adjustment after award.
