Invitation to Bid for Procurement of Support Services (Job Order) Personnel for the Regional and District Offices in Revenue Region No. 13, Cebu City
Public Bidding No. 2018-07-02-RR13
1. The Bureau of Internal Revenue (BIR), Revenue Region No. 13, through the GAA for FY 2018 (Sub-Allotment Advice No. 2018060459) intends to apply the sum of Four Million Three Hundred Thirteen Thousand Two Hundred Eight Pesos and Six Centavos Only (P4, 313, 208.06) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Support Services (Job Order) Personnel for the Regional and District Offices in Revenue Region No. 13, Archbishop Reyes Avenue, Cebu City. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Bureau of Internal Revenue (BIR), Revenue Region No. 13 now invites bids for Procurement of Support Services (Job Order) Personnel for the Regional and District Offices in Revenue Region No. 13, Cebu City Contract duration is from August 16, 2018 to December 31, 2018. Bidders should have completed, within the last two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
4. Interested bidders may obtain further information from the BIR BAC Secretariat, thru the OIC-Chief, Administrative and Human Resource Management Division and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday except holiday starting July 16, 2018.
5. A complete set of Bidding Documents may be purchased by interested Bidders on
July 16 to August 07, 2018 from the address below and upon cash payment of a
non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos
Only (P5, 000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
6. The Bureau of Internal Revenue (BIR), Revenue Region No. 13, Cebu City will hold a Pre-Bid Conference3 on July 24, 2018 @ 9:00 AM at the 3rd Floor, Conference Room, BIR Regional Office Building, Arch. Reyes Avenue, Cebu City, which shall be open to all prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address below on or before August 07, 2018 at 12:00 Noon. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be at 2:00 PM on August 07, 2018 at the 3rd Floor, Conference Room, BIR Regional Office Building, Arch. Reyes Avenue, Cebu City. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
8. The Bureau of Internal Revenue assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
9. The Bureau of Internal Revenue (BIR), RR No. 13 reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
