Intent to Single Source a Requirement The Indian Health Service (IHS), Shiprock Service Unit, intends to negotiate a single-sourced, firm-fixed-price contract with Change Healthcare Operations, LLC (UEI: C7DYEBLK3PE1) for the procurement of a billing management solution for a revenue cycle processing system that automates components of claims management, remittance and payment management, and patient billing and payment. Management system will be web-based, HIPAA-compliant, provide a single claims management interface for all payers, and provide accurate and regulatory billing and reporting notices. All necessary personnel, supplies, materials, and equipment to perform these services will be provided by the vendor. The NAICS code is 518210, with an associated small business size standard of $40.0M. The contract will have a base period and four option periods. The anticipated period of performance will be: November 4, 2025, to November 3, 2030. In accordance with 41 U.S.C. 3304(a)(1), the contracting officer has determined that there is only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent to award a single source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses should be received by 8:00 AM Mountain Daylight Time (MDT) on Friday, October 31, 2025. The contract will be issued without further notice after the deadline stated above.
