The RoyalGovernment of Bhutan received a grant of approximately US$5 million from the World Bank for theproject titled “Strengthening Risk Information for Disaster Resilience inBhutan” (the RIR Project). The objective of the project is to enhance Bhutan-scapacity for risk-informed decision making and development planning in targetedsectors. The project has three components as follows:Component A. Development and Piloting of a Multi-Hazard Risk Decision Support SystemComponent B. Strengthening Hydromet and Agromet Services DeliveryComponent C. Professionalization of Construction Industry for Green and Resilient Infrastructure DevelopmentThe Department ofHuman Settlement (DHS) under the Ministry of Infrastructure and Transport(MoIT) has revised the Building Regulation under Component C in 2023, and plansto revise the Bhutan Building Code 2018 to strengthen the structural codes and promoteenergy and water efficiency by June 2026. The constructionof buildings in Bhutan is guided by the Building Code 2018, Building Regulation2023, and Green Building Design Guidelines 2013. The Building Regulation 2023enforces relevant codes and guidelines that promote energy efficiency, climate resilientand disability inclusive buildings. It prohibits the use of hazardousconstruction materials including those with a high global warming potentialsuch as Chlorofluorocarbons, Hydrochlorofluorocarbons and Hydrofluorocarbons.However, the GreenBuilding Design Guidelines 2013 is generic innature and does not provide specific guidance on energy and water efficiencymeasures. TheWorld Bank is seeking to hire a consultancy firm for a comprehensive MappingStudy of Bhutan's Green Building Sector. The assignment's primary goal is toevaluate the existing building stock in terms of the typologies, their buildingspecifications, their energy and water consumption patterns, growth trends anda detailed technical survey of selected buildings.Theproject will be structured around the following core work stream...
