Description
This Pre-Solicitation Notice is issued in accordance with FAR 15.202(a) to provide a general description of the scope or purpose of the acquisition and invites potential offerors to submit information that allows the Government to advise the offerors about their potential to be viable competitors. Potential Offerors who are interested are requested to submit a 15-page Concept Paper in response to the attached Statement of Objectives (SOO) for a new USAID Philippines Project, namely Better Access and Connectivity (BEACON). This activity s primary goal is to promote better access and connectivity in the Philippines by (a) improving the quality of its Information and Communications Technology (ICT) and logistics infrastructure; (b) improving the enabling environment and regulatory governance for ICT and logistics investment; and (c) strengthening cybersecurity protections. The major results that the Project will achieve are found in the SOO (see Attachment A). Subject to availability of funds, USAID anticipates that this activity or activities will be implemented within a cost range of $30-$35 million over a period of five (5) years.
Instructions for the preparation and information on the evaluation of Concept Papers are provided in Attachment B. Concept Papers received in response to this pre-solicitation notice shall not be portrayed as proposals and will not be accepted by the U.S. Government (USG) to form a binding agreement. Responses are voluntary and responders are solely accountable for all expenses associated with submitting its Concept Papers.
