Beaverton City Library seeks a consultant to lead the development of a strategic plan that centers community voice, aligns with budgetary realities, and positions the library to deliver inclusive, responsive services for the future. The consultant will design and implement a comprehensive community needs assessment, including focus groups, 1:1 interviews with stakeholders, and public surveys, with a specific emphasis on engaging historically underserved populations. This process will inform the development of a refreshed mission, vision, and values statement that reflects the evolving role of the library in the lives of Beaverton residents.In partnership with library leadership and staff, the consultant will help define strategic priorities that are both aspirational and operationally feasible. Objectives should support service equity, digital access, youth engagement, and technology literacy while aligning with staffing capacity and budget constraints. The consultant will also evaluate the current organizational structure and recommend adjustments, including a revised organizational chart, to support clear communication, effective service delivery, and long-term sustainability.The final plan will include measurable outcomes and a phased implementation roadmap that accounts for funding limitations and identifies opportunities for resource-sharing, partnerships, and grant-seeking.
