The Government of The Bahamas has received financing from the Inter-American Development Bank (IDB), toward the cost of the Climate-Resilience Coastal Management & Infrastructure Program and intends to apply part of the proceeds for consulting services.

The primary objective of the consultancy is to undertake a strategic review of causeways and creek systems within East Grand Bahama in order to determine an economically justified set of solutions for adapting or removing causeways. This economic justification will include a detailed assessment of the ecosystem services (to be conducted under a separate consultancy) associated with the proposed solutions. The causeways and creek systems to be studied are: (i) West Gap Creek; (ii) Snapper Island Causeway; (iii) McLean-s Town Causeway; and (iv) Ridge Creek.

The Ministry of Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information to demonstrate that they are capable of the meeting the selection criteria listed below:

1. General Background and Organisation: corporate and functional structures, areas of expertise, number of years in business, core competencies

2. General Experience: [e.g. General experience in the field of Coastal Studies and Interventions for Riskresilient Coastal Protection in the region or country

3. Specific Experience: Evidence of experience in specific areas; Coastal Data review and Analysis, Baseline Surveys of causeways and natural creek systems, Hydrological modelling analysis, Infrastructure Cost Benefit analysis and Stakeholder Community engagement. Development of detailed design and contraction specifications (nature base & hard infrastructure)

4. Other criteria (Adequacy for the Assignment): Demonstrated capacity to handle the assignment in terms of resources, fluent in English, experience with IDB projects, knowledge of IDB policies.

We ask that you limit your Expression of Interest to a maximum of fifty (50) pages. Short lists shall comprise six firms with a wide geographic spread, with no more than two firms from any one country and at least one firm from a Bank Borrowing member country, unless qualified firms from Bank Borrowing member countries are not identified.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank:

Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN2350-9 and is open to all eligible bidders as defined in the policies.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method] method set out in the Consultant Policies.
