The mission and Installation Contracting Command (MICC)- Ft. Bliss, TX intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract to install new kitchenettes at each level at Building 2448 (Rooms 102, 232, and 332). Work to include new ceiling for kitchen use, upper and base cabinets, counter tops and backsplash, new sink, garbage disposal, drinking fountain, new plumbing work above the ceiling and below the floor to the basement for new sink faucet and waste disposal, new range hood through wall exhaust duct and vent, new electrical panel, wiring and conduit and any wall repair / paint for all three levels. Work is located within the Fort Bliss TX Installation.
The contract duration is 180 days after notice to proceed. This project is a Service-Disabled Veteran-Owned Small Business set aside. The North American Industry Classification System (NAICS) code is 236220, with a size standard of $45, 000, 000.00. The magnitude of construction is between $250, 000 and $500, 000.
Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states, “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.”
